About

J&MP’s 93706 Workforce Development Program (93706WDP) workforce development initiative, is a dynamic substance use focused non-clinical behavioral health workforce development program, designed to address the unique needs of for individuals with lived experience. Using a 3 phase model to support program participants with achieving their career goals (Phase 1 Community Health Worker, Phase 2 Peer Support Specialist, Phase 3 self-directed behavioral health career advancement and certification).

Each phase of the 93706WDP program builds upon the previous one, creating a clear and structured pathway from entry-level to advanced roles. By aligning industry-recognized credentials with regional labor market needs, this model not only provides immediate employability but also offers long-term career mobility. Through a combination of foundational education, skill refinement, and specialized training, the program equips participants with portable, in-demand skills that promote economic mobility and career advancement in the healthcare and behavioral health sectors.

Each training phase includes community-based hands-on experience that builds technical competence, workplace readiness, and digital literacy. This strategy is aligned with the Fresno County Economic Development Strategy, which calls for expansion of in-demand career and technical programs tied to regional labor needs.

PHASE 1

The Certified Community Health Worker (CHW) Training pathway prepares individuals to support underserved communities by providing critical health education, wellness coaching, and health navigation services. This program equips participants with the foundational skills needed to become CHWs who can effectively address Adverse Childhood Experiences (ACEs), substance use, mental health concerns, and other behavioral health challenges. The program integrates trauma-informed care, harm reduction, and peer support principles to ensure participants are prepared for the diverse challenges facing individuals in underserved communities. Participants will receive hands-on training in areas such as health education, client advocacy, screening and assessment, and cultural humility, learning how to navigate the complexities of the healthcare system.

PHASE 2

The Peer Specialist Training pathway is designed for individuals with lived experience in recovery from mental health or substance use disorders. Through our community partner, a CalMHSA approved vendor, program participants will take the required 80-hour course to be eligible to take the California Medi-Cal Peer Support certification exam. Focusing on the 17-core competencies, participants are trained to provide peer support services that promote engagement, self-sufficiency, and recovery. Graduates will gain the skills necessary to become certified Medi-Cal Peer Support Specialists, helping individuals navigate their own recovery journeys, build supportive relationships, and connect with vital community resources.

PHASE 3

This phase emphasizes a self-directed approach, allowing participants to take ownership of their educational and career goals, while receiving tailored guidance and resources. In Phase 3, J&MP will provide interested participants with stipends (when available) to support their academic progress within a self-directed framework, such as enrolling in a Substance Use Disorder certification program that prepares them for California Certified Alcohol and Drug Counselor Level I (CADC-I) certification. Self-directed learning encourages participants by giving them control over their educational and career pathways, fostering motivation and a sense of ownership. This autonomy enhances retention by increasing engagement, boosting confidence, and ensuring that individuals remain committed to their goals, leading to long-term success and career advancement.
